It's kind of late for this to be relevant (I hope) but Ezra Klein did a fairly complimentary
piece about Romney on this subject. The article goes a bit deeper into Romney's flip floppity ness, and is not as critical of it as we might be. The article highlights how Romney's management style doesn't leave a lot of room for ideological imperatives. His mission is the mastery of the possible - without a lot of regard to the actual importance of the particular objective.
The danger, of course, it that the ideologues who have been gaining control of the party will want to get some things done, and Romney will be their man in the position to make it happen.
