While I get -- and am not offended by -- your observation, there is also a significant contingent of individuals who wind up tazed and beaten because they
just won't stop resisting.
Rodney King?
Rodney King was on PCP, felt no pain, is a large man, and kept trying to get up. Training is to continue submission techniques until 100% of resistance is gone.
If you keep resisting, progressive discipline keeps happening.
Matter in this case? I have no idea.
But it could just be a horrid combination of events where a mentally ill person and training response reaped the whirlwind.
