I don't believe the climate has anything to do with where blacks or whites choose to live. Then again, that publication has pretty much NOTHING to do with science.

Had you bothered to read it, you'd have found that the article addresses your policy questions.

Comparing a midwest city in winter to a subtropical city in winter makes sense? And using data from a single day?

Climate inequality does not describe the intent of climate and weather (which have none, obviously), but rather the disparate impacts of climate and weather. But i think you knew that and chose to pretend otherwise for the sake of....hell I really don't know. Or care.
