Capabilities are one thing. Leveraging those capabilities and executing the sheer volume of attacks that the Chinese are doing seems to be another matter.

We don't really know how well imbedded our code is in Russian, Chinese, Iranian and North Korean computer systems though. Good malware sits there quietly and undetected until it's needed/activated. We may just be better at detecting when our systems have been compromised.
