I know that context is probably a too-subtle concept to grasp your hands around.
The context as in Nancy Pelosi taking impeachment off the table when the idea was bandied around, vs Bonehead's refusal to make the same sort of statement.

Democrats and Republicans alike should have impeached, tried, convicted and removed Bush from office. He is a war criminal.
