I think he was under a lot of pressure from the party and timing also worked against him, Covid surge and the Infrastructure bill. He is no different than any other egotistical male authority figure in government trying to take advantage of the women working for and around him. But when the heat got turned on, he should have resigned, especially after his impeachment was inevitable.
