The DEQ is certainly culpable but they are, after all, a bureaucracy and bureaucracies tend to do stuff the way they always do stuff. It cuts down on the necessity to actually think.

That being the case, someone with a lot of clout, someone like Snyder, would likely have had to tell the DEQ that they weren't going to set up the water delivery system from the Flint River in quite the normal way. It was going to be done a little differently this time.

My youngest son, past President of the American Society of Civil Engineers at Virginia Tech, knows Dr. Edwards quite well and admires him greatly.
