Sorry for a bit more OT, but the Hind story is way cool! Is that the one with the titanium tub for personnel protection?

You might be thinking about our AH-64 Apache chopper or the A-10 Warthog plane. Both have such titanium tubs. I'm not sure if the Russki's have that, but I don't think the Hind did (even though it was a very capable chopper).

I remember a special on a Russian helicopter used in their Afghani war, it did have the tub, it could take a direct hit from a mild surface to air missile. I didn't know any of ours had the tub.

That's case law, not a government program. Unless you want to measure funding for Planned Parenthood going to "Zero".

However, it may be possible to quantify the value of health care spending. +1. Beyond that, all sorts of environment, health and safety regulations require a benefit/cost analysis. The rub is multi-fold. First, how much is a life saved from an industrial accident or environmental release worth? More problematic yet is exactly how many less people will die if a particular chemical's permissible exposure limit is reduced 50%, for example, or if new crane inspection procedures are implemented? Who knows?
