She prefaced the coal comment by saying that 'the people who kept the lights on shouldn't be left in the dark' as the country's energy sector moves off coal, while she was promoting initiatives targeted at helping people in coal country.
As to Libya, she was talking about the actual shooting war not the aftermath.
