So is this phrase 'sell-out' just rhetoric and metaphor, or do you mean it literally?
Always beware of rhetoric and metaphor. It can illuminate, but just as easily engender an overwrought emotional reaction, AS IF the 'literal' meaning were true, when it is not.
People sometimes take metaphors and carry them around as if they were revealed truth.

The main takeaway: it's not Republican governments, or Democratic governments, that determine what is done with capital. It's the capitalists, whom nobody elected, are not widely known public figures, are unwatched except by those with specialized interests, and are basically untouchable.
And who wield their power like it's the divine right of kings.
