So is this phrase 'sell-out' just rhetoric and metaphor, or do you mean it literally?
Always beware of rhetoric and metaphor. It can illuminate, but just as easily engender an overwrought emotional reaction, AS IF the 'literal' meaning were true, when it is not.

People sometimes take metaphors and carry them around as if they were revealed truth.

I believe you are too kind. Strong political leaders can make the difference especially at critical times.
FDR. Against the odds he created a basic safety net.

LBJ. Pushed through ground breaking civil rights legislation.
