The thing is, tariffs/globalization is a key issue with his nativist base and they want to fight and win a war. Is a trade war going to be Trump's WWII? Apparently GM will be using a Mexican factory and workforce they've had for years. Even with the tariff, the car will be more profitable made in Mexico. On the other hand, with the tariffs Harley's EU sales will be more profitable if they hire a European firm to build their motorcycles. In both cases it's the buyer who loses in this trade war through higher prices and the seller who sells less product.
