The problem with the second amendment today is the first portion that states it's purpose no longer applies as we don't depend on a well ordered militia for the National defense. We have the four Armed Forces, and other Federal agencies doing National defense.

Suppose a point by point analogue,
a 2nd Amendment analogue;

"During an orderly evacuation drill with safety as a concern, the means of a rapid exit by students, shall not be impeded.

Now superceded by;
We no longer have evacuation drills, we will guide what to do in the event of an emergency."

Does this somehow give any and all students the right to leave anytime they please by any means they please for any reason they please, or no reason at all?
No, it doesn't. Without the purpose in the first part, it loses it's goal and is effectively nullified and voided en toto.

Essentially, therefore, the "rights" assumed under the second are just that, assumptions. Without a rewrite or repeal to take the actual situation into account, we continue on momentum with our assumptions.
