FWIW, Islam does not speak with one voice. I have little doubt that there are imams who would say the women in Cologne had it coming because they were not wearing the hijab and seeing their hair drove the young men crazy. Sexual assaults were also a feature of the demonstrations in Cairo's Tahrir Square, with 80 sexual assaults in one day.

There's a lot of pent-up sexual energy and frustration and attendant sexual harassment in many Muslim countries.
