This could be interpreted in more than one way. I think D-Rays pointing to the "All of the above" answer is probably the most accurate.

It seems to me that the GOP is fearful of losing what they thought was an effective wedge issue now that illegal immigration is at such at low level. Now, they need to mine this ground in another fashion.

The only wedge issue anybody should need in this election is Obama`s horrible failure of a 1st term.
