In this case it's clearly labeled fake, but they are still pushing a line here because hearing the voice has an effect even if you know it's fake. Biden has promised to make fake AI voices illegal, and I think I like that idea.

I view it like a SNL comedy skit. Albeit with rougher language than you'd see on OTA TV. Nobody would take it as genuine. If someone did something AI rendered, uncomplimentary on Joe the MAGA faithful would take it as the gospel truth.
