Regarding the Powell memo, it isn't the epicenter of some conservative plot or grand design. Its an opinion of an individual sent to a public organization, and later given some notariety by lefties in search of another conspiracy (and potentially a roadmap of their own).

So the conclusion would be that the Powell memo was more prescient than it was powerful?

In an ironic reflection of the steady rightward movement of the Supreme Court, Powell became a moderating voice on the Court.
