The mother cat and her four kittens who adopted us (allergies prevent the coming inside) all had the tip of their left ear trimmed. This identifies them to Animal Control as having been spayed or neutered and they will not pick them up.
The real root of the problem is people, not the Animal Control people, they take no pleasure in what they must do. The mother cat we have here was probably someone's kitten that they never bothered to have spayed. They probably let her out one night and she got pregnant. Discovering her condition they likely dropped her off in the neighbourhood one night figuring she would become a barn cat. Well she ended up delivering the four kittens under the neighbour's hedge. She wanted to trap and kill them, so the mother cat brought them over here. We did have to trap them so that they could be spayed and neutered, but they are slowly learning to trust us, the mother cat even came up close and sniffed my hand this morning as I was putting out their food.
Not to worry about the winter cold they each have an electrically heated Kitty Camper.
