Congress has 'inherent contempt authority' and in the past has directed its Sergeant-at-Arms to detain contemptees. So administration officials could be held in contempt, and detained, for failing to produce subpoenaed documents under their control. But enforcing their own subpoenas is as far as the direct power of Congress goes. They cannot initiate prosecutions for violations of the US Code--thats an executive function.

President Trump reportedly will not nominate anyone to a United Nations committee on racial discrimination, despite blocking the renomination of former President Obama’s pick.

Citing an unidentified State Department official, Politico reported Saturday that the White House blocked the renomination of human rights lawyer Gay McDougall to the U.N. Committee on the Elimination of Racial Discrimination.

The official told the news outlet that the Trump administration did not nominate a replacement in time for the deadline, "[cementing] the narrative that the Americans just don’t care about these kinds of things anymore."

The so-called foreign emoluments clause was intended to curb presidents and other government officials from accepting gifts and benefits from foreign governments unless Congress consents. But in a forthcoming article in the Indiana Law Journal, the Washington University Law professor Kathleen Clark reveals justice department filings have recently changed tack. The new interpretation, Clark says, is contained in justice filings responding to recent lawsuits lodged by attorneys generals and members of Congress.

Clark’s article notes that in more than 50 legal opinions over some 150 years justice department lawyers have interpreted the clause in a way that barred any foreign payments or gifts except for ones Congress approved. But filings by the department since June 2017 reveal a new interpretation that “… would permit the president – and all federal officials – to accept unlimited amounts of money from foreign governments, as long as the money comes through commercial transactions with an entity owned by the federal official,” the professor writes.

Sen. Bernie Sanders (I-Vt.) seemed to know he could get inside President Trump's head by doing a town hall on Fox News, and Trump's Twitter feed shows that 24 hours after the town hall aired, Sanders was still in there, rent-free. Trump appeared to still be stewing over what Politico calls Sanders' "triumphant" hour of "positive publicity" and frequent domination of Fox News from "smack in the middle of Trump Country." Among other things, Trump accused Fox News of having "stuffed" the town hall with an unrepresentative sample of "Bernie supporters."
