Who benefits from the Hamas Fatah accord.

How bad is it for Israel? Is it consistent with the Arab spring? Who in the ME is hurt by it? Is it possible for anyone to influence what is going on in the Arab world?

One can only hope that Hamas has concluded that continuing to harass Israel will not bring about any realistic chance of a Palastinian state, and and aligning with Fatah provides a united front and a better negotiating position...

...but I think I'm with Finn on this one. I'll believe it when (if) I see it.
