What Biden will own is creating and leading a Federal effort to control the virus at a national level and supporting states in controlling the virus within their borders.

Look for millions if not a billion or two of outside money being spent to keep Georgia's Senate seats in Repuke hands. With a 50/50 split in the Senate the Repukes won't be able to do to Biden what they did to President Obama. At least not as effectively.
