She prefaced the coal comment by saying that 'the people who kept the lights on shouldn't be left in the dark' as the country's energy sector moves off coal, while she was promoting initiatives targeted at helping people in coal country.
As to Libya, she was talking about the actual shooting war not the aftermath.

I'm really looking forward to seeing the look on Hillary's face when she realizes that she is not going to be President. I already got to see that look on Jeb Bush's and I enjoyed the Hell out of it. When I see it on hers my election season will be complete.
