The problem is they have to be found guilty as charged, based on the evidence presented. If they were overcharged or the evidence is not adequate to prove the charge, by law they should walk.

As I see it, the problem is that the whole system, including the judges, are in the tank for the cops.

Four words = you can't convict a cop for anything: "I perceived a threat."

Legislation needed to fix this.
