I think they've tended to align themselves with the law, and keep asking why its not being enforced. We sure as shit don't need new laws if no one is going to enforce the ones we already have.

It does seem that Congress goes out of its way to underfund those branches of government responsible for enforcing laws that Congress does not like.

It's far too early to tell. You're right that historical trends tend to show a change after a two-term stint. However, it's been quite a while since a political party has acted as self-destructive as the GOP.
