Seems to me that what you say nothing about far exceeds what you say the article says nothing about.

A guy writes a long article on "Failed State" and failed to mention that the state had outsourced production of basic medical goods/drugs. He did not even obliquely refer to that issue.
He failed.

Let us imagine an essay that critically examines the activities of businessman 'Tony Soprano.' The writer explains how Tony's operations are predicated on larceny, fraud, and vice, all enabled by the pervasive application of mayhem and murder. Facts supporting these alegations, all the broken legs, all the bodies, are presented in clear detail.
Your criticism of the Atlantic piece is similar to calling the report on Tony Soprano failed because it doesn't go into the bad effects of dealing with foreign drug lords.

Bad effects?
If the writer declares Tony a notorious criminal and proceeds to leave out a major part of Tony's criminality, then that writer is lacking.
The author of the Atlantic piece states boldly in the heading: We are living in a Failed State. The coronavirus didn't break America, it revealed what was already broken.
Bad effects?
Not being able to make basic, critical stuff is the very essence of a Failed State and needed to be a salient part of the article.
The author is right however- it revealed what was already broken.

That strikes me as an eccentric definition. I think a failed state is one that cannot maintain order or basic governmental services within its borders. The Atlantic author finds the failure to provide rational and honest leadership in the COVID emergency as a cogent example. He doesn't cite domestic manufacturing capacity because with honest and rational leadership, one can expect the effect of the shortages to have been largely mitigated, instead of magnified 1000x.
Today we learn the the Trump administration has aborted the CDC effort to issue detailed safety guidelines for re-opening the economy. This corrupt negation of essential government services is, again, symptomatic of a failed state.

Eccentric means odd and unusual. Can you cite three sources that use 'failed state,' with regards to an advanced industrial society, to mean 'unable to meet all domestic needs for critical items from domestic manufacture?'
