The UN is monitoring this election and have monitored others in the past. Texas officials have threatened to arrest UN monitors if they enter any polling location in Texas. It is easier to rig elections without those prying eyes, that arrive in black helicopters, looking over your shoulders.

The Carter Institute refuses to monitor American elections because they are to corrupt and secretive. They consider the US electoral system to be similar to a third world banana republics system. If there is no paper trail why waste your time monitoring the election.
