I read it and it confirms what I had asserted earlier; namely, every President since Eisenhower has used executive action to address immigration issues. The actions may vary by style and degree, but they are executive actions nonetheless that involve the use of executive discretion to address immigration issues.
The simple fact is that the budget for the INS and immigration courts only support deportation of a tiny fraction of illegal immigrants annually. This essentially compels the use of executive discretion on this matter, just as the Federal government doesn't bust every every pot smoker in the nation and send them to Federal prison, even though they would be within their legal rights to do so.
