I note this stupidity happened in Feb 2019. The mayor was unfortunately even then suffering from dementia, it seems. But his colleagues covered up for him. He finally quit beginning of this year. See this July 2021 atricle in Detroit Free Press. https://www.freep.com/story/news/loc...th/8088210002/
