The Trump administration is free, at this point, to go through normal notice-and-comment rulemaking to try and revise and revoke this rule in compliance with the Administrative Procedures Act (just as the Obama EPA did to pass the rule). He cannot do it by fiat once the rule has been properly promulgated via the act (with oversight from OMB). In other words, he needs to follow the law. Imagine that.
