No, that's quite different. To write a report saying the stimulus has worked, using your analogy, would be like the coach and the team in the locker room at half time trying to celebrate a victory, while the scoreboard still shows them trailing by at least a touchdown.
To put a finer point on it, lets assume the team that's leading is the New Orleans Saints, and the team that's down by a touchdown is the Detroit Lions (by history, not a team that has ever been a great 3rd or 4th quarter team).
