If the taxpayers paid for staff families to take the trip, criticism is justified. Even if there were a legitimate reason to pay for the families, there would certainly be grounds for disagreement over whether there could be a valid justification. However, if the staffers paid the freight for their families to take the trip, which is permissible under most expense policies I am aware of, most of the grounds for criticism fades away. I would like to see if the records were reviewed sufficiently to determine whether there was reimbursement from the staff members for such expenses. There would still be grounds for criticism about the level of necessary staff, but that would be a difference in judgment, not a scandal.
