Goes further back then that. In the Civil War (What's so civil 'bout war anyway?) when the repeating rife was never fully embraced because the want of saving money on ammo.
Same on the 1903 bolt action having a selector for single action load one at a time leaving the mag untouched.

Bean counters have been dictating policy for a long time.
