Much of which was due to European Unity, once the EU was formed that ended the probability of WW III breaking out there. The Russians were as aware of MAD as we were so they were not about to screw things up.
As well Europe knew what wars do and were not in the least eager to have another one, NorAm did not feel the effects of war apart from loosing its sons, no one bombed NorAm in any serious fashion unlike Europe. WW I was fought mainly in the trenches, very few bombing raids.
