Absolutely. Morever, as a person who has worked with DoD, State and several intelligence agencies here and abroad (as has my son, FWIW), one is completely delusional if they think that there is perfect (or even good) communications and cooperation between State, DoD and the CIA. This was simply a case of people taking calculated risks in a dangerous and messy environment and getting bit in the @ss for it. No more, no less.
