Putin is trying hard not to lose her. He wants development, but is very wary
of US domestic interference and regime change mantra.
So he is looking at, and welcoming the German engine.
Having been stationed in East Germany, he probably been impressed by
Germany successful absorption of the East.
I believe Germany was blessed with the early social contracts (sickness,
accident, old age and disability insurances) of the 1880s. The contracts are
embedded in their system.
