No, he found it hard to empathize with a state and an city. But neither of those things are people, so empathy is sort of difficult for anyone, I would think.
Actually, Rajoo and Professor Storey have the same problem--applying political judgement to a disaster, as if political entities were experiencing it. It's people that are experiencing the disaster.
