Actually, once they've killed off everyone they don't like, Daesh is doing a pretty effective job of re-establishing civilian infrastructure and services, restoring electricity and water, reopening hospitals, resuming pension payments and social services, etc. They represent themselves as a government, not simply an occupier and, as a result, many people in Daesh-controlled areas are better off now than they were under the recent Iraqi governments. Daesh gives them back just a hint of normality, something they've lacked since Operation Iraqi Liberation, probably since the aftermath of Desert Storm.
Daesh is able to accomplish things that the Coalition-imposed government and its successor have failed to do. That's why a lot of people in these areas view them more or less favorable.
