The Muslim area of Brussels is a hot bed of radical Islam. Over the years Belgian leaders adopted a lax attitude to the fire brand Imams. These guys were not hiding; they were very open. Belgium per capita has the highest number of fighters relating to (in and in/out) Syria.
Also that so many of the Paris shooters came from the very visible Brussels/Belgium indicates a serious lapse of intelligence.
Finally how could a European nation with no appreciable colonial Muslim entity allow its major city to be 1/4 Muslim in such a short span of time.
