It is hard to put a tag on him - political definitions are changing daily (depending on who/what you read and/or ascribe to).
The President gets the credit when it is working and the blame when it does not.
I have not delved in to it deep enough to see whether his administration adopted a mostly hands off policy and let the Federal Reserve and Wall St. do their thing or was more active.
Prob. a comb. of both, as is usually the case - regardless, the #s are up and he can take credit.
