+1. Beyond that, all sorts of environment, health and safety regulations require a benefit/cost analysis. The rub is multi-fold. First, how much is a life saved from an industrial accident or environmental release worth? More problematic yet is exactly how many less people will die if a particular chemical's permissible exposure limit is reduced 50%, for example, or if new crane inspection procedures are implemented? Who knows?
