There seems to be some archaic notion that BLM land is 'open range' that anyone can do with as they please. No. It's owned and managed by the Federal Government, and who can do what on it, and when, is determined by law and regulation.

BTW, you can't live on it for free. You may get by with it, but there's no legal right to do it. There is no homesteading anywhere anymore, hasn't been for decades. The most you can legally do is camp on it for free, which does not allow you to make any improvements, and you have to move camp a minimum of 25 miles every 14 days.
