Question

I would like to know why the number of active members (15? 20?) did not increase since I started my "career" in this forum about three years ago, although the number of members increased pretty remarkably since then.

Actually getting to be a posting member here required some persistence on my part, in soliciting admin intervention. Maybe some people 'count' as new members, but unless they are similarly persistent in getting some attention, they never gain the ability to post.

There is no answer why members join but do not post.

Every member has the ability to post.

The strange thing is that none (or almost none?) of the last three years' new members became an active member. This is a fantastic forum and it actually deserves participation of a wider range of people.

I believe some are afraid of possible aggressive response to posting.

Yes. Further, posts don't have to be aggressive to be intimidating. The regular group here, with years of online experience, does argument at a level that is a fair ways beyond what unpracticed posters can match.

Discussing politics can be very contentious.

Dunno, mebbe.
It can get passionate, sometimes way too personal and outright hostile.
Still, there is room for reasonable discourse without the bomb throwing, namecalling, and personal attacks.
