Fascinating. The only thing I'll venture is to say this is not some new high-energy science thing. The desert's the place for that sort of thing. This is marketing. BIG marketing.

Maybe it is a floating office space (remember the picture windows) that will go beyond the 12 mile international ocean border from the USA so as to be free from the IRS taxes.
